(AMM) Fluff study won't be allowed to drag on

A bill creating a California study group on the environmental impact of shredder fluff has been amended to make sure the issue isn't studied to death.

The 5-0 vote by the state assembly's environment committee modifying the bill means the measure will need to go back to the upper house in order to pass. If the bill fails, the Department of Toxic Substances Control will be able to go ahead with its plan to outlaw the use of plastic residue from auto shredders as end-of-day landfill topping, unless treatment methods can be improved.
