A strong performance by Harsco Corp.'s mill service segment was unable to offset poor market conditions for other segments of the company, which sees the global steel demand recovery stagnating.

"While there has been a significant recovery in global steel production, mill capacity utilization rates seem to have leveled off," Salvatore D. Fazzolari, chairman, president and chief executive officer, said.
