(AMM) Alabama law stalls state's auto shredders

Shredder operators and auto dismantlers in Alabama have hit a major roadblock with the state in their efforts to turn junked cars into usable shredded scrap.
State lawmakers enacted a new measure on the final day of the session in April requiring both scrapyards and auto wreckers to have a car's title before loading it onto their conveyors for shredding.
The state's Department of Revenue has adopted a strict interpretation of the new law and sent a letter to scrapyards and auto recyclers last week telling them the car's owners must turn over their vehicle title to the state before the car can be junked or scrapped. It applies any car that is model year 1975 or later.
