A group of energy consumers and Pennsylvania manufacturers, including steelmaker ArcelorMittal USA, have banded together in a petition asking regulators to review whether they were overcharged by state utility providers.

The petition claims that Philadelphia-based electricity and natural gas utility Peco, a subsidiary of Exelon Corp., overcharged customers by some $12 billion since electric deregulation began more than 10 years ago. Peco claims the petition seeks to overturn a previously reached payment settlement.

Peco denies the allegations of overcharging and called the petition "unlawful."
