Russian producers to keep up scrap exports despite ban

Russian ferrous scrap producers will keep export levels high despite the ban on material being shipped from most of the country’s eastern ports coming into force in February, market participants told Metal Bulletin.
Prime minister Vladimir Putin signed a decree late in 2011 banning exports of ferrous and non-ferrous metals from the country’s eastern sea ports except for facilities in Magadan.
The restriction, which comes into force on February 13, does not cover exports to Belarus and Kazakhstan, which are both members of the Customs Union with Russia.
Market participants told Metal Bulletin the measures were principally intended to help Amurmetall, the Russian rolled steel producer in the east of the country that was saved from bankruptcy by the state-run Vnesheconombank, which took control of the enterprise in 2009.
The Ministry of Industry & Trade said it could not comment at the moment, and no Amurmetall spokespeople were available for comment prior to publication.
