Vanadium pentoxide shipped from a Russian subsidiary of steelmaker Evraz Group and then toll-processed into ferrovanadium in the United States does not represent a circumvention of a prevailing anti-dumping duty order on ferrovanadium from Russia, the Commerce Department has ruled in a preliminary determination.

"I don’t know if there will be much impact. Evraz is still (supplying customers) with material brought in from offshore," one trader said.
