HIGHLIGHTS: First retroactive EU steel AD duty, China mill consolidation, CSP enters slab market

The European Commission (EC) has imposed retroactive definitive anti-dumping duties on cold rolled coil (CRC) imports from China and Russia for five years. The duties will be imposed on imports from December 2015. South Africa’s International Trade Administration Commission (ITAC) has initiated a safeguarding investigation into imports of cold rolled flat steel products. India this week exempted HRC, CRC and plate from its minimum import price (MIP) regime, but also recommended that safeguarding duties be imposed on imports of hot rolled flat sheet steel and plate. The country also extended minimum import price (MIP) regime for a period of two months on 66 steel products. Kazakhstan will impose a new ban on scrap exports starting in September, according to a note on the website of the country’s Assn of Mining & Metallurgical Enterprises (AMME).
